What is Energy Saver NC?
Energy Saver NC is a statewide initiative to help qualifying North Carolina households reduce energy costs through income-based rebates and performance-driven home upgrades.
The program focuses on whole-home efficiency improvements designed to reduce energy waste and improve comfort, with two tracks:
Up to $16,000
Homeowners Managing Efficiency Savings (HOMES)
Up to $14,000
Home Electrification and Appliance Rebates (HEAR)
Please note that a single household may not receive a rebate from both HOMES and HEAR for the same upgrade or equipment type, but may participate in both.
Qualifying Projects & Technology
Air Sealing & Insulation
Stop losing conditioned air through poorly insulated attics and crawlspaces. Better insulation means lower heating and cooling costs.
Eligible for HOMES and up to a $1,600 HEAR rebate.
Door/Window Replacement
ENERGY STAR®-certified windows and doors offer greater insulation, preventing your home's comfort from escaping through drafty panes.

HVAC
High-efficiency heating and cooling equipment with an electric heat pump can dramatically reduce energy consumption.
Eligible for HOMES and up to an $8,000 HEAR* rebate.
Water Heater
Upgrade to a high-efficiency water heater with heat pump technology to deliver reliable hot water while significantly lowering energy use.
Eligible for up to a $1,750 HEAR* rebate.
Clothes Dryer or Washer/Dryer Combo
Dry clothes efficiently with advanced heat pump technology that uses less energy.
Eligible for up to an $840 HEAR* rebate.
Wiring & Electrical Upgrades
Modernize your home’s electrical system to safely support today’s growing energy demands, from high-efficiency appliances to future electrification.
Eligible for HOMES and up to a $2,500 HEAR*** rebate.
Electric Panel Upgrade
Increase your home’s electrical capacity with a panel upgrade that enables cleaner, all-electric living and supports new technologies like EV chargers and heat pumps.
Eligible for up to a $4,000 HEAR*** rebate.
Stove, Cooktop, or Range
Cook with precision and efficiency using modern electric or induction ranges that deliver fast, even heat without the emissions of gas appliances.
Eligible for up to an $840 HEAR** rebate.

Eligibility & Project Qualifications
HOMES (Energy Efficiency)
For households below 80% AMI, projects achieving at least 20% modeled energy savings may qualify for up to 100% of project cost (capped at $16,000) through HOMES. Moderate-income households (80–150% AMI) receive partial coverage, with higher caps available for greater modeled energy savings.

HEAR (Appliances & Electrification)
For households below 80% AMI, eligible appliances and upgrades may qualify for up to 100% of project cost (capped at $14,000) through HEAR. Moderate-income households (80–150% AMI) receive partial coverage, with the same cap.

*An existing heat pump will not be eligible for replacement.
**Rebates are available only when upgrading from a non-electric appliance.
***Rebates are available only when required to enable installation of an eligible appliance on the same application.
Eligibility is based on household income relative to Area Median Income (AMI) in each county. Income thresholds vary by county and household size, with program guidelines designed to prioritize homes with significant energy efficiency needs.
